I'd be curious to see a less extreme mod that added in something along these lines for all governments- it really should be possible for a civilization's ethics to change during the course of play.

I wanna play nice guys that become fanatic xenophobes after they get their butts kicked in a war, or vice versa.

I'd love to see this apply to all democractic governments. Maybe a popular demand event for autocracies and oligarchies.

Would there be any way to be able to change this mod into a governing ethics change mod? Or a passive governing ethics drift? The current system in which the governing ethics are completely static is... odd, to say the least.

Every Tyranny of the Majority race I discover in my game has no empire name. The species and rulers have names, but the empire itself has no name - is that a known bug?
