And I repeat, when you create a local server with sv_consistency 0, you set the game's rules, be it "population" (types of Infected spawned, from Common to Armored) or weapon scripts. Still, differences in rate of fire for the scripts can cause weird audio glitches, so you should convince your friends to subscribe to the same scripts.

Think of the scripts whether they would change gameplay aspects for everyone or client-side only things.
To be clear, if I add sv_consistency 0 and I create an online game, I can use this mod/stat-changer and other people can play with me? But they will also have the changes applied to their game?
I'm used to Insurgency which is pretty generous, you can have scripts/theaters with custom settings, such as change the FOV of the player, and you can use it when you join a server. You use your own settings like that unless the server either enforces sv_pure or the server modifies that particular script/setting, in which case the server's modification supersedes yours.

in the console. This will allow people with scripts or HUD icons join your server, but they will use whichever scripts you have installed, but the HUD icons remain client-side. It's easier if you add
+sv_consistency 0 +precache_all_survivors 1
to your launch options in the properties, so that you won't have to type it every time you launch the game. The second one will prevent your game from crashing when you host for friends a campaign with L4D1 survivors.
So I was subscribed to this and when I joined someone's game, it didn't work. Actually, it like half-worked. Which was more surprising according to te description.
When I pulled up the uzi, it said 50 rounds. I immediately pressed reload and it had a weird glitchy reload animation. The ammo count briefly changed to 30, but then it reverted back.
The model worked, and the actual icon worked, but not the mechanics of it.
Now from reading the description, will this work if I create an online game and people join my game? Also, will they now have modified uzi, as well? Or lastly, does it block anyone who doesn't have this same mod from joining my game?
Sorry for what may seem like obvious questions. I'm used to modding from insurgency so I'm wondering if this works similarly or different.

That, and you must understand that I never use anyone else's icons. I either screenshot the model in the viewer or draw the gun in Flash.
