Did something change in the vanilla game with a recent patch? I was comparing your .packs to the vanilla data.pack tables and noticed in the regular game all the replenishment values are at 100%. Did you mod them down to 30% to offset the larger pool, or was it originally 15% in the base game and they changed it to 100% recently?

The pool itself, much like a Raise Dead pool, replenishes over time, but based on a values described above. So this % chance to replenish was doubled from 15% to 30%, as well as several other effects you should definitely read can be found above.
This means that it increases the amount you can recruit considerably, with no upper limit, but no it doesn't just allow for recruiting endlessly in a single turn.
This helps prevent the AI from spamming entire armies of them as well (Since AI can also recruit RoR's now).
@Azrael - Same to you, it's related to that mod possibly editing the same tables (likely main or land units), in a way that makes it incompatible.
This mod is already maximally optimized for compatibility, I've cleaned up, reduced down, and renamed, every table in the pack, but that doesn't mean that every mod can work with every other if they are editing the same rows on the same tables for the same units.
