Hi! I am sorry, I was absent from Totalwar Attila for a long time, now I prepared a Factionwide Upgrades Mod for you all!
Please check it here:

And don't forget to disable the non-Factionwide version here or any mod that tweaks Military upgrades before using Factionwide version!

I tested now, it is working. Probably you have a mod that clashes with this, please try naming this mod alphabetically prior to your other mods or the mod that you suspect creating the issue.

Currently I am playing Charlemagne Campaign and it is working. If any mod makes change in building effects, that can create conflicts.

To solve the problem,
If your game opens and you don't see blacksmith changes, probably one of your mods can be overwriting each other. in this case please consider working this mod earlier than other mods. (If you don't know how to do, you can rename the .pack files in alphabetical order according to which starts first. Namely, You can rename it to A_Improved_Blacksmith_Upgrades.pack, another B_Radious for instance)

If your game doesn't open at all, then I would suggest you to deactivate mods that you suspect and try again, so you can find which mod creates problem.

I haven't tried with Radious Mod, if Radious doesn't deal with building effects or upgrades, then it will work without any issues most probably. This mod is just 8 KB, but Radious is more than 300 MB I assume, so please try by yourself and share with us your experiment!

Unfortunately I don't know how to convey the upgrade next turn but not immediately. However why do you think the time needed for transportation, I mean you already upgrade the troops in the same province and weapons are transported in the same location, this upgrade is not factionwide like Doghman shared.

I already know that mod, however I don't find upgrading accurate if it is made factionwide, especially when we consider managing a large Empire stretching across different continents, the blacksmith in the other corner of the world affects all your troops in the other corner of the map to get same upgrade. That is not realistic, but if you want this mod to be factionwide, I can help you with and release another version.
On the other hand, I checked his mod and his mod is only effective on certain cultures and upgrade is limited with few building types unfortunately. Thanks for sharing.

It's great with upgrading armies in all provinces; and accurate too. But can you depict more realistic this by letting the upgrade only next turn to simulate the time needed to transport those upgrades ?

You can do this, there must be something (a building, an achievement, a skill) which could lead your soldiers to be recruited with that upgraded state (in Greece) and it can be like recruiting your soldiers with "experience mark" in the vanilla game, but this time your soldiers are recruited with upgraded versions. You can do these by modding.
But I don't know, without recruitment how can you do that, the upgrade function (when we upgrade our soldiers in a province with blacksmith) needs some study, so you can alter it with some additional features you want to apply to your units with special circumstances you define.
