Try checking to see if there are any other Hellenic influences nearby. On the culture tab check the hellenic influence and see where its coming from, and also check the balkan influence and see where it's coming from.
Please check these and report back, if there is a bug I will fix it right away.
Carthage is meant to be reliant on mercs, hence its anemic roster.
How about Heavy Libyan Infantry and Carthaginian Cavalry? Would that work for you?
No, but they can recruit Thracian Swordsmen (which are cheaper but weaker than Thorax Swords). I wanted them to keep their flavor of peltast-heavy armies, but I will be adjusting their roster accordingly as feedback comes in.

Meant to be semi-historical with some speculation thrown in (Hellenised Units). I did plenty of research before making the mod. I could explain the historical reasoning for every troop if you wanted ;P
Example: Thracian Headhunters: they worship Sabazios, the Sky God, the "Thracian Horseman" commonly depicted slaying the Serpent of the Earth. The headhunters follow in his stead, and that's why they're recruited from a religious building rather than horse farms :)
