I like this idea a lot!

EdB only kicks in after you've chosen and launched the scenario, and started picking your colonists. I don't think you could enforce the marriage into the scenario design itself, anyway.

No way in vanilla. Prepare carefully isn't a mod that I use and I don't want to make a scenario that requires a mod. : ^)
