And perhaps there could be a decision trigger for allowing it to happen to accepted cultures (at the cost of some unrest or something)
It doesn't really make sense for every regional culture all around the world to just get absorbed into its national primary culture. In my game around 1620, for instance, pretty much everyone in Italy is Neapolitan, everyone in Britain is English, everyone in France is Francien, etc.
Just doesn't make sense.
@Mugen, I've added a modifier for the Mughal gov reform that should greatly slow down conversion for them. Allowing them to make use of the modifiers gained from having a diverse set of cultures.

When i use both , instead of changing culture event , i get something with austra-hungary that gives me 10 prestige
