Also it seems like it has much higher aim and damage with a sword than maybe it should? Taking the Hunter and a Shinobi out on the same mission, the Hunter has a 10% or more higher chance to hit with his sword attacks and does more damage. Not a big deal but it's led to the Hunter in my game being my #1 all star on a preliminary LW2 playthrough I'm about to restart. I'm actually making some ini edits to lower his accuracy a smidge. Otherwise seems to work great!
Anyway now l know this is not a bug, we are just discussing balance. Shame that LW weren't able to make it so the penalties dont apply if you dont move (as per XCOM EW).

@Branulous, because they use a sniper rifle and the sniper rifle takes two actions to shoot or overwatch.
