Report a translation problem
1. Unsubscribe the mod.
Don't bother finding UGC. I remove every UGC file but the problem persists.
2. Use another computer to install the game.
3. Launch the game and load the stage on the new computer.
Be sure you haven't used mod on second computer. You should be able to load the stage now.
4. Once successfully load the stage and enter it, save anytime you want in the stage.
5. Mow you can go back to the first computer and successfully load the save inside the stage.
You may subscribe the mod again . Once you successfully enter the stage, the issue of loading stuck is fixed. But it's pointless to resubscribe the mod because all the mod items (e.g. magic tattoo) will not work since the stage.
My guess is that the mod is not compatible with the game starting from The Estate stage. It may be the cause of the loading issue.

It's also possible it could also be in the game's folder itself, though I'd be a little surprised if that were the case:

While I do have this game on steam, I have been using my GOG copy so I can't be sure where the workshop is installing things.
This game unfortunately has far too many locations where content packs can be installed :(
"local" contains a subfolder "ugc" which contains a subfolder which is a number, I don't know if this is unique or not but in my case it is "205626014", within this folder is yet another subfolder, "contentpacks" which contains downloaded content packs. (full path: C:\Program Files (x86)\Steam\userdata\<unique number>\234650\local\ugc\205626014\contentpacks)
This is where the Shadowrun gamepedia wiki states subscribed content is downloaded to.
In my case, the "remote" folder has a subfolder "contentpacks" which appears to contain downloaded content packs as well. (full path: C:\Program Files (x86)\Steam\userdata\<unique number>\234650\remote\contentpacks)
There are other locations as well where content packs can be, however I do not believe Steam installs subscribed content to those locations.
