Just tested. Even changing the vest health to +2 in the .ini, doesn't do anything. It seems like this mod no longer does anything.

This mod no longer has the +1 health bonus to vests or the change to the proving ground recipies. the vest helth is configurable in .ini and is no big deal but the recipies are not :( any hope for an update? hate to ditch this mod after years of use

Just uploaded an update correcting a Bug which was sometime preventing the Hellweave Health increase from being applied... ;)
