If it isn't located in "%appdata%\The Creative Assembly\Shogun2\scripts" then the game hasn't generated the file yet. It should do when it runs with mods.

Otherwise downloading and enabling this mod is exactly the same as any other - through the Shogun 2 in-built mod manager.

Make sure both you and the other player have the same mods subscribed, the host should enable those mods in their launcher and then send the "user.scripts" file to the other person, overwriting theirs. This should enable their mods in the same order as the host - and theoretically avoiding any issues with the "incompatible versions" that so many people have had issues with.
