Jerry, you don't know what are you talking about. Mutators are official Tripwire content in the first game:

and after that, i just need to change line 11 class KFGameInfo_WeeklySurvival to something like class KFGameInfo_BobbleHead to get it to show up in the server browser as BobbleHead instead of Weekly?
to compile it i just need to create a folder like: Documents\My Games\KillingFloor2\KFGame\Src\BobbleHead, then what? i create a Classes folder and just put the .uc there and tell the SDK to compile? i see some mods use the Global.uci, do i need that? if yes then how do i create it?
