Mods in Dawn of War have unfortunately never worked in this way. People have made combiner mods, which take various mods and put them under one umbrella, but that's it.

As a modder myself, it would cause a lot of problems around conflicting files. You can't guarantee that two mods don't edit the same file, and in that case how would the game know which one to load?

in total war you can do this and many modes are compatible with others

It would defenitely need a load order hirechie like bethsdas games have for example, lower orderd mods overrite higher ordered mods if they edit the same file.

But i dont see something like that comming for DOW 3 :)

And the majority of the work is done by the modders to make this happen. Nevermind the changes Relic would have to do to the engine solely to support this.

Unfortunately, as Gorb said, the game was not designed to have extensive mod loading.

While I would disagree that the majority of the work is done by modders concerning mod compatibility, I don't see Relic putting any more work towards mod tools (aside from minor tweaks and fixes) or taking the time to create a mod hierarchy system.
