can't clone tuning in attribute editor

As the title says, I can't clone the tuning attribute in editor.
Is it possible to do ? or am I missing something ?

When I was delving into what the tools would allow us to do, I noticed that a few specific things would not allow for cloning, such as DLC items or skins.

If you are not able to clone something within a specific table, it is likely intended.

I'd like to change upkeep, and refund on death, they are in this file..................... I find it really weird if it's intended that I can't change it....
Skins, new units etc, ok, I can understand why, but this ? I hope it's just me doing something wrong.

Btw, if someone knows where is located the base +340req/minute income, I'd like to change it but I can't find it.
