Report a translation problem
Then you place a pressure plate one block in front of the gates
Wire up the pressure plates to the bottom two gates
And finally you step on the pressure plate then go to the gates amd stand between the two post and in a sec you will be teleported up to the top of the gate tower
Place in a sensor with 1x1 and a height 2 blocks.
Over that, place a fan.
Disable fan, wire it to the sensor and set it to players only.
Done.
Walk onto the fan and get elevated.
You can watch it (as in: i used that) in my 'Adventure': "Visit: Port Portiere", in every corner where teleporters are.
(its not an adventure, just sight seeing with recipes)

Nah, seriously 17 levels?
You might try to play around with a numpad, 17 number comparision and logic gates (each, per floor!!!!) and some fans links to those number gates... kinda...
