How to make skin?

I saw that you could create skins but I'm unsure on how to do that :/

EDIT: Note that you aren't making your own skins that can immediately be used in-game.
Any skins you create can be added to the Steam Workshop for PD2 and people can vote on their favorites. Overkill occassionally releases Community Safes with skins that are most popular from the workshop.
