Report a translation problem
If you're having an issue with mods that you've installed but aren't working, it *usually* means you haven't activated the mod in the launcher. Make sure you check the Mods tab and turn on whichever mods you want active before launching the game. I haven't had any issues getting mods to work, so in all likelihood the problem is something you can resolve.
example : when you install your game in C: and the documents automatically installed in D:

Of course I activate mods at launch.
Moreover, we also can't create mods. I am a modder (from Hoi IV), and I can't ! My game doesn't recognize my mods.

It's a OneDrive problem.
How about explaining the issue properly, then? Instead of simply saying "you can't use mods if you have two hard drives..." because what you wrote taken at face value is simply not true. If there's an issue with having the game installed on one drive and /docs on another, that's not the same issue as you described. That's having files on two different hard drives, not just having two hard drives. See? So, yes, you did spread false information but thanks for clarifying the real issue.
And, yes, a fair number of people have reported mods not working (and certainly not just in IR) only to realize they didn't activate them in the launcher. It's not like that's some outlandish thing that never happens. As a modder, you should know that, right? Since OP didn't describe anything which gave insight on the problem (you just assumed the problem you have is what OP had), passing along the basic first step is only trying to help. I don't call them "idiots" like you, but rather someone potentially unaware about that step and trying to help them instead of defensively whining.
If you lack the ability to say what you really mean, then you absolutely risk being misunderstood. Put your anger in the right place next time.
"Good, I download the mods ,active but when it comes to playing they are not and play with the game without mod." Read and you'll find he already has activated mods.
Fair enough about ESL, I understand that. I don't understand lashing out knowing there is potentially a communication barrier on your part, but whatever. Hopefully that all helped you understand the difference between what you wrote and what you meant. It really did come across as having "two hard drives" was the problem when it was actually more than that. No big deal, glad we worked through it.
I saw the "active" part, but without clarification that might not mean what we think, either. "Active" and "activated" in the launcher are potentially two different things. My suggestion was to get clarification from OP, simple as that. Like I said, it could mean OP activated it in the launcher, or it could mean the mods are active, as in "downloaded" and showing as subscribed in the workshop, or who knows what else. A simple reply "I did that" and a clearer explanation of the two hard drive issue could have helped identify the real issue.
OP isn't replying to any of it anyway, so I guess we'll never know....Cheers!
