As weird as this sounds, this is good news to me. Some games like Dying Light have great map editor but make it hard to create something new. Others like Grim Dawn make the creation pretty easy but work with very obnoxious database.
Editing lua is simple, it's pretty much all I want for my moding. I happy the game is built this way!
Almost all assets are text files and FBXes can be loaded so it's at least theoretically possible to make your own assets (some modders have prototyped this).
The long term plan though is first to get the source data available so modders are able to look at existing assets and either re-use or tweak their own and longer term to make the entire suite of tools like level editor, exporters from max/maya, animation statemachine, etc accessible.
