The "soldiers" are actually just average workers that produce a range or random items with their building's description telling you it's loot brought back from enemy land. Gotta use our imagination a bit, but you can definitely build a town that looks fortified.

Adding combat couldn't be done with the modkit, you'd need to go and hack the engine Luke made for his game. Not something people in the modding community are interested in doing. They're pretty happy stretching the modkit's limits to the max, always wondering if/how they'll break things, but not touching the game itself. :p
Forest Village was pretty much a Banished clone with combat when it was launched. I'm not sure how well it's doig now. Last I checked it had some pretty incoherent stuff (like babies appearing in random houses where only 3 boys aged 3 to 7 lived for example) and had some bugs, but that was a while ago.
