In simplest terms, OVERKILL hasn't been declared dead yet, but they've been in trouble long enough for them to be presumed dead. Yes, they're still watching, adding seasonal sales and marking skins that would get them DMCA'd as incompatible (cough cough super mario kobus 90 cough cough), but at this point it's going to take literal divine intervention to save OVERKILL, and I sincerely doubt that if OVERKILL got a second chance they'd immediately focus on the Steam Workshop for PAYDAY 2 instead of trying to find a more permanent means of income and thus survival on the double.
Fortunately, it isn't all lost. BeardLib has had a weapon skin adding system for a while now, so if you get sick of waiting for OVERKILL to put some of the workshop submissions you like into the game, you can just do it yourself. And, of course, we're """"close"""" to fully reverse-engineering vertex weight and UV layouts for PAYDAY 2 models on top of that, so as an added bonus you can also make skins for a select few custom weapons with BeardLib too, with more skinnable custom weapons being rolled out every couple of weeks. Just take a look at my custom weapon mods - all but one of them are skinnable.
tl;dr OVERKILL is probably not going to continue development of this game, but fortunately because of how dedicated the modding community is that doesn't mean you have to lose hope. Install BLT and BeardLib. Take your workshop submissions that you put hours of work into and make them usable in-game. Put them on the internet for people to enjoy. PAYDAY 2 may die, but the community will live on. And, of course, a big part of the community is always going to be community weapon skins - we don't have 7 community safes for no reason, do we?
I have made a friend request to you.

Shouldn't be much of a problem, I suppose.
