Playing with Tempest DLC. Is there a mod that reduces spawn rate of "roaming navies"? They keep spawning out of nothing until they destroy my ships through at least like 5 battles by attrition, then they proceed to take over my facilities (most of them earned through quests, I can't do them again after it) and there is no way to keep up with or sabotage them.
