Is there a mod where I can max out everything for a custom faction, just to build cities?

I like building cities. I the way they look. I like how accomplished I feel after creating a Cultist Mega City.

I wanna know if I can just go full God Mode, see the map off the bat, and move ♥♥♥♥ around as I see fit.

theres "freeform custom factions" and "unstacked" if you have problems with the trait limit or with your starting gold you can just tweak the numbers if you find the FactionTraits[Affinity] folder.
