Modding Prisoner uniforms?

How would one go about modding prisoner uniforms? I extracted main.dat and I assume the relevant spritesheet is people.png, but it's not exactly clear which sprites define the prisoner outfits.

My guess is that it's the upper right corner sprites, with dark grey being mapped to the prisoner's security level color, and white being mapped to the prisoner's skintone?

Is that the case?

There are several uniform mods in the workshop. Should be easy enough to look at what they do and just and your own sprites.

Can you recommend one? The uniform mods I've seen so far change guard and staff uniforms but leave prisoners untouched.
