Report a translation problem
Whenever you make ANY change to your modlist (adding a mod, disabling or changing the load order), after you've confirmed the change you need to entirely exit Banished and restart it before you start playing a new town.
That quit-restart step will make sure the changes are correctly committed to memory, and will spare you the crash when you try to exit your town. It's a little bit of time "wasted" but that will spare you a fair bit of frustration in the long run.
