Report a translation problem
From my memory at least.
1. You should be able to restrict classes for examle for particular races.
2. You cannot restrict "Pre-made leaders" from showing up in leader section, but you can turn off races permanently. Unsure if they can spawn, but they can still be generated if there passes in level generator for rmg. However they may not function.
3. You can define a race. Paxanaria for example is a unique Archon hero in the Shadow Realm Campaign where she does not spawn at all, but still has all here unique traits. You need to turn off hero from generating as random. Was.. two specific parameters. The same does not apply for leaders sadly.
Additional note: It depends on you rather than the game. A total conversion or a unique race mode. If balance or for story purpose.
I was curious as I was thinking about doing a small conversion mod that alters gameplay and can be used together with random map generation and I am unsure how to do any of the things I listed above as I found no solution that is immediately clear and might require a complex setup. Or I am simply blind again. :D
In addition to point 3:
I want the hero to appear as a random hero, but not the race in random generated worlds.
