Colonial Charter : Walls are no-collision / clip-through ?

I notice trees growing in city walls and villagers just clipping through it. Is that expected or a bug?

The description also states that villagers would walk along the top of the wall -- also never seen that happening.

Some of the buildings are visually bigger than their footprints, or have areas marked as available for pathing, so you do get odd behaviors sometimes.
