[suggestion] New ballast mechanic

Please consider add flood compensation mechanic.
For example. uboat has -10% buoyancy and full ballast tanks. I want to be able to pump out some balast water to compensate negative buoyancy not just blow entire ballast.

now there are two options ,go down trying pump out water, or blow ballast and go to surface

Hello this mechanic is implemented in vanilla, even tho it is only possible to perform it once for some reason in vanilla. Have you tried my Improved Ballast Control mod? There you can do exactly what you are requesting.
