Importing Mods To New Computer

I made some mods on my old computer and posted them to the Steam Workshop, but now I can't seem to get the permission to import my own mods to my new computer. Is there a step I may be missing? If someone could just tell me all the steps to importing a mod, that would be great.

And yes, it is my mod. You can check the Necromancer Class Despair Rework.

If you have the source files available it's just a copy of those and work on them.

Mods from steam workshop even your own mods cannot be edited when you download them.

If you lost the source mod you once had when you first uploaded it to steam workshop it's lost forever.
