I have found out an approach to fix the localization bug.

Even though the texts are missing but if you go to the local localization file and you will find there are new localization file, let's say you onlyadded some English text, you can copy the file and create a new mod. In this new mod you don't need to extract anything. Just create one then copy the new localization file into the folder.

Delete the old file. Pack it. When you update the game, remember update a main mod and a language mod.
