I'm trying to create a mod for a region of a country. This region can't by constitutionar rule modify certain policies so I would like to make some policies uncancelable or rise the politic capital to an impossible number. Also change the cost beacuse the cost is for the accounts of the central government and not the region. Did someone ever overwrote an existing policy and knows how to do it?
