Create/Update mod not working?

Hey all, apparently what's wrong with my mod ( https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2186958446 ) is that it doesn't upload... as in... at all. On the workshop page, file size is listed at 0.0, but on my computer it takes up 63 KB. Two people have commented saying it doesn't show up after subscribing and I can confirm (I was able to reproduce it: after subscribing, it shows up in the mod list, but no new country appears).

Any idea what may be causing this or if there's a workaround?

The only workaround is to put files somewhere else. This bug with empty uploads/updates for workshop items is affecting the game for years. It would be nice if we try to contact our beloved developer about this problem. I did couple of times to no avail unfortunately. Maybe if more people say something about that Cliff would be able to help us.
