Creating a Mod

So, I'm sure this might sound stupid, but I've genuinely searched for an answer and can't find one. How do you /make/ a Mod for the games you've purchased here? I know how to upload them (As there is a mis-titled 'Guide" on how to make them that is actually just how to upload them) but I can't find out how to make them. Can anyone help me? Sorry if this isn't in the right spot or anything, but I figured this might be a good place to talk about it.

It is highly dependant on the game you wish to hack. There is really no standardization between games so there can't be any generic guide that can be applied to and and all games.

I take it, then, that I should just search online how to mod the specific games in question? Say, Streets of Rage 2, or Shining Force, in particular, if those are the games I wish to work on?

Yes, there are probably some forums and resources you can find when you search for them. If not, then likely nobody really knows how to edit them, and you'd have to do research on your own.
