However, it's entirely down to the community to moderate the Workshop. As SEGA already said in the pinned topic in the main discussions, it's on our shoulders to report mods and get them automatically removed when they hit an unspecificed number of reports. They haven't left anybody to moderate it and the one representitive for the community having gone quiet, due to the Virtual HUB getting non-SEGA games and being ported to different platforms, so he's most likely being needed for more important matters elsewhere.
It's practicly Piracy.
Besides, this workshop is for Modifications to the games sega is selling on steam, not for unreleated games to pose as mods.
You know this is the problem with these community modded things. People either don't care enough about the program, or they actualy do want the crud. (and I am roaping steam Green light in with this)
Guy you're upset about here. I'm letting people request other carts. There's no way to make a mod available for everyone. The system wasn't designed for it. Sorry for filling up the "Most Recent" section with my duplicates.
As for the actual unlicensed games, their creators were never allowed to create or sell them. That's what an unlicensed game is. Creating games and selling carts required permission from SEGA and these people didn't have that. Uploading them here isn't hurting anyone.
In addition, these unlicensed games aren't owned by their creators due to them not having permission from SEGA to create it in the first place. Spreading them around is not piracy. If anything they're gaining more attention for the products they were based on.
Games that use stolen assets that were once illegaly sold.
Heck, Super Mario World 64 is just a stright port of Nintendo's Super Mario World on SNES!
As for the stolen assets, yes, most of these games contain them. They make the games fall into a legal grey area. It's iffy. That's why I'm providing my email address in case one of the rights holders of the assets wants it gone from the Workshop.
Don't forget that these games are already free to download on the web. In the case of licensed games downloading and using them is illegal but for unlicensed games no rules are in place.

There are also the matter of Sonic Jam 6 that's a game that's really just Super Mario brothers with Sonic swaped in for Mario. And let's not forget this one:

This is Super Mario bro.s Lost Levels from All stars, isn't it? Even if it's not, it's not even a real mod of Alex Kid.

As for Super Mario Bros. 2, that uses the graphics from All Stars but plays like a flash game. The levels have been poorly recreated and the controls are horrid.

Sonic Jam 6 is the same as Super Mario Bros. 2. It just has the Mario sprite swapped.
None of the games I have uploaded used Alex Kid to create the actual mod. It's the first item in the list and it makes it easier to just hop in a game. There's no way to make a mod available for everyone so I decided to use Alex Kid as the default place to upload them.
Hint hint, Tengen on NES.
It's just a matter of no one caring enough. Especially over Steam Workshop.
Then again, I am more annoyed by how trashy Steam Workshop ended up being than anything.
Especially when we now have not just unlicensed but just plain copies of commercial releases. Good lord.
