how to play roms?
how do I play the roms uploaded in the workshop?

If you mean how to play them in the HUB; you click the Subscribe button, go to the game they're made as a mod for (some will say/show the 'required DLC') and select the 'Mods' option.

If you mean where to find the ROMs after subscribing; they're in folders at Steam\SteamApps\workshop\content\34270, with the folders being the number ID for the upload.

I'm still a little confused sorry. Not sure what you mean by "required DLC"
