A scenario that allows you to give units or technology to other players, a mechanism (buildings and civilians as selectors) to hire other players to fight for you, help you build your cities etc. Scripted conflicts happen but they are never major unlike the ones that players start. AI will only go after each other, every (n) minutes there is a "security council" and players can vote for war against another player or sanctions or expulsion from the council and losing lots of trade/income.
