New Unique units
So, I was thinking if it is possible to add new units via unitrules or the game still doesn't let you add nothing new and only work with the already existing units?

This is still the case short of manually overhauling how the game internally handles data.

Yeah :/ I tried and it gave me an error mesage "number of unittypes in unitrules.xml doesn't equal NUM_UNITTYPES", anyway thanks, hey I don't know if you can help me but, can you give "ability" for units that's already in the game, for exemple the unique unit "Wellington" has ability to automatically heal your troops like the The President unit, do you know if I can put this ability in other units, if yes, what xml i use? thank !

You can try to use the GRAFT field in unitrules.xml - it will sometimes work for stuff like this but you need to test to check if it works for what you want.

Give another unit Wellington as their GRAFT.
