It can be found on the colonial charter forums here[colonialcharter.com] and there is a walkthrough on how to install it here: https://steamhost.cn/steamcommunity_com/workshop/filedetails/discussion/500578844/451850849179853632/
In general, the exact same basics apply in CC as in unmodded Banished. Don't go nuts on fancy new stuff the first year, survive that first winter as you normally would.
There's an Icon Chart in the "Reports and Tools" section of the toolbar to help you figure out what all the new icons are (super important for building materials) and where they're made. There's also a mostly up-to-date wiki on colonialcharter.com, and a whole section of the forums there with Hints&Tips. Plus a chatroom that often has someone around to answer questions ;)
The problem is that you have several uses for a bunch of the stuff you make, buildings can use a different things to produce equivalent stuff, etc etc. The Building Supplies things are a good example, you have many ways of crafting them, so you can chose the way that fits best with your town.
The Icon Chart in the Tools and Reports (F2) section of the toolbar can help a bit.
This section[colonialcharter.com] on the CC forums also has some charts/hints/tricks threads that can help. Otherwise it's pretty much a "check the CC Wiki and/or improvise" :)
I would imagine you mine tin and then use one of the luxury buildings for production.
