Can you mod a mod without Steam "fixing" it?

Just wondering If I downloaded a mod, like reducing infestations to 25 turns, and then modded it to like 17 turns instead... Would steam overwrite it with the original mod?

You just need to relocate the mod from
steamapps/workshop/content/1669000/
to
yourdocuments/Paradox Interactive/Age of Wonders 4/Mods/

unsub from original mod and modify your local mod version.
