The devs took away the ability to terraform and expand through tunnels in the underground, thus making the underground absolute garbage because the tunnels force your empire to expand on the surface anyway.

Good job devs, it was a bug fix but the tunnels were a ♥♥♥♥ idea to begin with.

Anyway is there a mod or could someone make a mod to re-enable expansion through tunnels?
