How hard would it be to change the Horse unit into a 3 man unit in game?

I feel it would help round out the unit and compensate for their lower speed.

Funny.

But seriously, it would make the horse unit more useful to add an extra crew slot, bringing it from a 2 man to 3 man detachment, as they have reduced the speed (too much) and also it doesn't move as described. (Still tries to prioritize roads vs going overland as it should, taking longer)
