How to create the title Persian Empire?

I want to recreate the Sassanian Empire. In order to do so, we need the come back of zoronastrism religion. For that I have to create the Persian Empire but I cannot find the requirements to do exactly that.

As any other.
Become zoroastrian (or at any other stage), create empire, restore priesthood, done.

Outsid ethta there is the special decision if you are playing as Satrap Vushmgir of the Ziyarid Satrapy in the 936 Iron Century bookmark.
