Workshop mods dont get read by the game

i was loading my modded game fine yesterday now it reverted to nonmodded game ,
and the only solution i do work is copying from workshop content folder to starbound mod folder.Is it always like this or is there solution i dont wanna keep copying one place to another

Shouldn't be like this, Steam is reading what is in workshop folder when starting the game. No idea how to fix that, try verify game files or unistalling/reinstalling the game.
Its the only game with workshop issue?
