Report a translation problem
Firstly, there is the Virus Spirit found in the Adventure levels; Ground Zero and Destination Unknown. This is very difficult to get in the editor, but it is possible. It creates a glitchy screen effect, a lot of noise and sucks the car in.
Secondly, there is the Quarantine Static Field, found in most levels with partial infected areas. These can be copied from any of those levels, however it isn't officially supported for the editor yet, and is subject to change. It creates a static overlay, and removes a lot of the bass from any sounds. This is very noticible in the community map, Direlict Hyperspace Junction.
I suspect the second one is the one you are talking about.
