I think that discussion is quite clear.
Program you'll need is VTFedit (use google, it's a free program). Needed to convert image files to .vtf
Then it's about putting it in the right directory path before packaging.

If you're not sure where everything goes, you can download another working phone background mod. Then use GCFScape program (also free from the same site as VTFedit) to extract that mod and you'll see the file paths the mod use and where the file goes.
