Ship designs are also specific to race sets. So if you design a ship using the Terran ship set by default you can only access it through Terran or custom races that use that set. So I suspect when you download a ship it is the same and if it is build using the Terran ship set and you are playing as the Drengin you won't see it.
However, you can get around this by going into the game options and to the gameplay tab. There you should see a selection for showing all designs, select that. This will allow you to see all templates from across all the races. Now when you go into the ship designer and New Design you should see it's full of ships from all the races. How to find your downloaded ships, just go to the download tab to filter it to workshop ships. You can then select it and fill it with whatever you need, save the design and build it.
Same here... Something is preventing them from redownloading for me, and new ones aren't downloading either. I have started a new game since subscribing and have all hull sizes researched, still not getting the ships.
