Look if you really want to kill kids, you can buy Fallout 1 or 2. They're killable in those games. You'll not like the result of it though. Everyone will hate you and make the game impossible basically.

LOCON did a killable children cheat in their version of Postal 1. Also, you may also look into other games which have modding features to play doing that, such as Cyberpunk 2077 or the Elder’s Scroll games (Those are totally different games compared to Postal 2 of course)
