By 25 you'll have enough tech points to unlock all base game technology. If you're playing something besides the latest update vanilla version, say so. The tech screen is something that has changed a lot over the years and is reworked in many scenarios.

In RE2 there are missions that you can do get unlock points, data cards that can be found in loot that give unlock points, reports that can be crafted that give unlock points. Unlike the vanilla game which gives enough points to unlock everything by level 25, RE2 does not... you need to cherry pick what you need as you need it, and not unlock everything as you go along! If you have not unlocked any Warp or Jump drive at this point, and at level 25, without any of the items I've already mentioned there is not a lot you can do without giving yourself some point or restarting and being a bit more careful on what you unlock as you progress eg ONLY unlock what you need for each vessel that you need at that moment.

And I assume you meant Reforged Eden 2 not Project Eden 2?

RE2, like other "Scenarios", has it's own forum. Go to the Workshop tab, where you found RE2. There are two tabs at the top that have questions and answers (Just like here). Those are only about RE2 and the answers are a bit more specific.

If you playing RE2, then one of the options is to raid POI/Zirax bases and look for "missing cargo" boxes, which you can turn in in polaris trading station for some credits, reputation and unlock points.
