need help with shields

so i have spawned 2 workshop ships cv and sv can not get shields to charge they draw power but never charge. i have removed them and rebuilt crafted new still nothing but the stock ships work fine and i have no clue how to blueprint and respawn in survival to see if that fixes it

So first question, what scenario are you playing?

Edit: This is for RE2 but even if you're not playing that scenario some of the things here will probably help:
