With this you can set a local setting to restrict a building from growing. The following steps are just from memory, but will get you going in the right direction.

Open the RICO building list (should be among the buttons on the right side of the main toolbar should look like a building) --> you can search by name top right --> select the building from list on left panel --> in middle of GUI there will be 3 options, select add local --> building properties display on the right, near the top untick Growable box --> back to middle buttons select option to overwrite settings (just saving the settings won't restrict the buildings from growing).
