I have spent several hours searching through code, wikis, Reddit, and Paradox Forums trying to understand how it's coded, and what handles a fleet's ability to pass through a system with an FTL Inhibitor Active, but have found no enlightenment so far.

What determines how Extradimensionals and The Contingency can ignore FTL Inhibitors?

I do not know if I'm going crazy, but I could have sworn there was something in 00_country_types.txt that said something along the lines of "ignore_ftl_inhibitors = yes" several updates previously.

I am also trying to understand how "planetary_ftl_inhibitor = yes" for buildings and "ftl_inhibitor = yes" for leaders and stations is applied as I want to apply it through a conditional, as opposed to only granting the FTL Inhibitor if tech_ftl_inhibitor is researched or if the building/leader/station component is present.
